A historic win: we achieved the highest-ever damages award in a Lithuanian public procurement case
In 2020, our procurement dispute resolution lawyers achieved a major legal milestone before the Supreme Court of Lithuania. The Court ruled that Vilnius City Municipality had unlawfully disqualified our client from a public procurement process worth over EUR 31 million for reconstructing the Liepkalnio–Žirnių–Minsko Highway multi-level intersection. The Supreme Court imposed a historic fine of EUR 500,000 on the Municipality – the highest ever imposed for a procurement breach in Lithuania.
That decision opened the door to a record-setting damages claim. We sought compensation for our client’s losses due to the Municipality’s unlawful actions.
On 26 May 2025, after four years of litigation, the Vilnius Regional Court confirmed that we had proven all elements of liability, including the existence and extent of our client’s damages. Although the Court ultimately awarded only half of the total claimed amount, it remains the largest damages award ever granted in a Lithuanian public procurement case.
